التحفيزات الجبائية والتمويلية لصالح المؤسسات الناشئة في الجزائر مع الإشارة الى صندوق المؤسسات الناشئة Taxes And Financing Incentives For Starts-up In Algeria, With Reference To The Algerian Startup Fund

Résumé: هدفت هذه الدراسة الى أهم التدابير الجبائية والتمويلية الممنوحة لصالح المؤسسات الناشئة مع الاشارة الى صندوق تمويل المؤسسات الناشئة في الجزائر وما يمكن أن يساهم به في تطوير هذا النوع من المؤسسات. ومعروف ان الجزائر تبنت نموذج اقتصادي جديد يعتمد على المؤسسات الناشئة وذلك من خلال احتضان الأفكار والابتكارات والمشاريع وترقيتها وتطويرها وبالتالي تحقيق الأهداف المتوخاة منها في المجال الاقتصادي والاجتماعي وما حققته بعض المؤسسات الناشئة من تفوق ونجاح وحصولها على المراتب الاولى عالميا. ولقد أعطت الحكومة الحالية الاهتمام الكبير للمؤسسات الناشئة في برنامج عملها من خلال تحفيزات جبائية وتمويلية لفائدة هذه المؤسسات الناشئة. ويأتي دور الصندوق الوطني لتمويل المؤسسات الناشئة من اجل المساهمة في تمويل هذا النوع من المؤسسات وتمكين حاملي المشاريع من تجسيد أفكارهم المبتكرة على أرض الواقع وتطوير شركاتهم الناشئة، من خلال استثمار تثريه شراكة ذات قيمة مضافة عالية. This study aimed at the most important fiscal and financing measures granted in favor of start-up enterprises, with reference to the Algerian Startup Fund and what it can contribute to the development of this type of enterprise. It is well known that Algeria has adopted a new economic model that relies on emerging enterprises, by embracing ideas, innovations and projects, promoting and developing them, and thus achieving the desired goals in the economic and social field. The current government has given great attention to starts-up in its work program through tax and financing incentives for the benefit of these starts-up. The role of the ASF is to contribute to the financing of this type of enterprise and to enable entrepreneurs to embody their innovative ideas on the ground and develop their startups, through an investment enriched by a partnership with high added value.
