Résumé: تسعى هذه الدراسة إلى تحليل الدور التشاركي للمجتمع المدني في تجسيده لمبادئ الحوكمة المحلية وإبراز مبدأ المشاركة ومبدأ المساءلة والشفافية، والآليات التي يساهم المجتمع المدني من خلالها في تحقيق المبادئ، وإبراز المجتمع المدني كشريك للدولة والقطاع الخاص في دفع عجلة الحوكمة المحلية وتحقيق مبدأ الديمقراطية التشاركية. وبالرغم من المكانة الدستورية المتميزة للمجتمع المدني في التعديل الدستوري لسنة2020 من خلال التوسع في مجال حرية إنشاء مؤسسات المجتمع المدني والضمانات الدستورية المحاطة بها، إلى جانب تأسيس المرصد الوطني للمجتمع المدني كمؤسسة دستورية استشارية تعمل على ترقية المؤسسات وهيئات المجتمع المدني في الجزائر، إلا أن هذا التقدم سيظل رهن طبيعة العلاقة بين المجتمع المدني والدولة،ـ من خلال تجسيد متطلبات تفعيل دور المجتمع المدني لتكون علاقة تعاون وتبادل بدلا من علاقة جدل ومواجهة وإبعاد.
