Résumé: The aim of this study is to know the reality of Empowerment in the a General direction of communication in Algeria through its dimensions, also the level of Creativity though its components, and to know the impact of empowerment in the realization of Creativity as it seen by the administration’semployees. I have reached through the theoretical side to the Empowerment consist of giving the employees the powers and responsibilities also the freedom of acts to choose the Appropriate methods to do the work and engagethem in making the special decisions of their work by making the confidence inside them and let them feel that they are very important in the Enterprise and provide all of the required resources to accomplish the work. And to apply it by success, the enterprise should awareness its importance and identifies to the different phases and its models also its Retardants. And we concluded that the Creativity is a compounded operation which contains in the beginning the feeling of the element , that’s called the Creativity thinking and appears in a clear Creativity behavior , that one may be translated in the end to Creativity results , so , the Creativity is phases in different forms, and to improve it , the company needs to know its retardants in order to make end in different manners. To test that, we have designed a survey bases on our study proposed , and we have distributed it over randomly to workers in ATM Direction, so we’ve distributed 200, and we have received 150, and by SPSS program using some statistical tests in which that have relation, we had some results , here are some important of the : - members of study agree to practice empowerment in the ATMbut at medium degree. - members of study agree to realize Creativity in ATM at medium degree. - it appeared some differences having statistical signs(α≤0.05) in measuring of the elements of perspectives proportionally by ages difference (participating by information and liberty) proportionally to post occupated. it appeared some differences having statistical moral signs (α≤0.05) in measuring of the elements of perspectives proportionally by personal and occupations (sex , seniority, level of study) it appeared some differences having statistical moral signs (α≤0.05) in measuring of the elements of perspectives proportionally by Creativity personal (decision making , solving problems ..) VI There’s an impact having statistical sign in realization of empowerment in ATM explained at 69.8 %in that company , and from these results we have arrived to some recommendations, here’s some important s: The ATM should enhance participation in decisions makingand practice the “opened door” politic , making together in group and modifying the connection system inside it, by motivation and coaching . The ATM should pay more attention to the creativity by motivating workers to that and providing all requirements
