الديمقراطية التوافقية في المجتمعات التعددية: دراسة مقارنة بين لبنان وماليزيا.

Résumé: إن المجتمعات التعددية المنقسمة عرقيا أو طائفيا عادة ما تواجه تحديات جمّة فيما يتعلق بإنشاء نظم سياسية ديمقراطية فعّالة تتجاوز من خلالها الانقسامات والصراع والحرب الأهلية إلى تحقيق التجانس الاجتماعي والاستقرار والتوافق السياسي. هذه التحديات بحسب الكثير من المفكرين لا يمكن تحقيقها بالمطلق إلاّ عبر تجسيد الديمقراطية التوافقية التي تمثل رؤية مستحدثة نابعة من جوهر الديمقراطية التمثيلية تضمن تعايش النخب وتشاركها في الحكم بدلا من الصراع والتنافس. وقد طبق هذا النموذج في كثير من دول العالم من بينها ماليزيا ولبنان، حيث استطاعت الأولى أن تجعل من الديمقراطية التوافقية أساسا لنهضتها عبر توحيد كافة مكونات المجتمع وإشراكها في الحكم، وعلى النقيض تماما فشلت التجربة اللبنانية في جعل الديمقراطية التوافقية حجر الأساس لإنهاء الصراع والتنافس بين النخب على الحكم، ما يطرح تساؤلات عدّة حول أسباب نجاح التجربة الماليزية في مقابل فشل التجربة اللبنانية وهو ما ستحاول الإجابة عليه ضمن طيات هذه الورقة البحثية. Abstract: Multi-ethnic or ethnically divided societies often face great challenges in establishing effective democratic political systems that transcend divisions, conflict and civil war to achieve social harmony, stability and political harmony. These challenges, according to many intellectuals, can only be achieved through the embodiment of Consociational Democracy , which represents an innovative vision stemming from the essence of representative democracy that ensures the coexistence of elites and their participation in governance rather than conflict and competition. This model has been applied in many countries of the world, including Malaysia and Lebanon, where the former managed to make Consociational Democracy a basis for its advancement by unifying all elements of society and involving them in governance. In contrast, the Lebanese experience failed to make Consociational Democracy the cornerstone for ending the conflict and competition between the elites On the ruling, which raises questions about the reasons for the success of the Malaysian experience in exchange for the failure of the Lebanese experience, which will try to answer in the folds of this paper.
