الديمقراطية التوافقية في إفريقيا – التحديات والأفاق- Consensual Democracy In Africa: Challenges And Prospects.

Résumé: ملخص: تسعى هذه الدراسة إلى التركيز على العوامل المواتية للديمقراطية التوافقية، لتحقيق نظاما يستوعب كل الاختلافات والانقسامات المتواجدة في المجتمعات التعددية، موفرة بذلك توازن بين مختلف القطاعات. وجاءت هذه الدراسة، لتسلط الضوء على النموذج التوافقي كمشروع عملي يحقق الاستقرار للدول الإفريقية. والهدف من هذه الدراسة هو البحث عن كيفية استغلال الديمقراطية التوافقية في ابتكار نظام حكم يستوعب تلك الاختلافات، والانقسامات ويحقق حكم تشاركي بين الأقليات والأغلبية، دون إهدار حق أحد الفئتين، وعلى هذا الأساس قدمنا بهذه الدراسة لنبين فعالية آليات الديمقراطية التوافقية في المجتمعات الإفريقية، ومدى فعاليتها عندما تكون هناك قيادات لها القدرة على التفاهم واستيعاب المجموعات التي تمثلها على الرغم من صعوبة تطبيقها في أنظمة تفضل ديمقراطية الأغلبية. كلمات مفتاحية: الديمقراطية التوافقية، المجتمعات التعددية، تقاسم السلطة، الائتلاف الموسع، التمثيل النسبي. Summary: This study seeks to focus on the factors leading to Consociational democracy, to achieve a system that adapts to all the differences and divisions that exist in pluralistic societies, providing a balance between the various sectors. This study came to shed light on the consensus model as a practical project that achieves stability for African countries .The aim of this study is to research how to exploit Consociational democracy by creating a system of government that adapts to these differences and divisions and achieves the rule of participation between minorities and the majority, without wasting the right of one of the two groups, and in this regard we presented this study to show the effectiveness of consensual democracy mechanisms in African societies, And how effective it is when there are leaders who have the ability to understand and assimilate the groups they represent, although it is difficult to apply in regimes that favor majority democracy.
