دور الوكيل الجمركي في تسهيل التجارة الخارجية

Résumé: ملخص: يتصدى هذا البحث لدراسة الإطار النظري للوكيل الجمركي و دوره في تسهيل التجارة الخارجية حيث استخدم المنهج الوصفي التحليلي لتعريف الوكيل الجمركي ، و مهامه ، و دوره في استيفاء كل الإجراءات المتعلقة بانتقال السلع بين الدول، المتمثلة في التخليص الجمركي وما يسبقه و ما يتبعه من خطوات إدارية ، ودوره في تسهيل التجارة الخارجية ومنه ضرورة الاستعانة بخدماته ، تنظيم مهامه ، و ضمان حقوقه، بالإضافة إلى محاولة تفعيل دوره أكثر باستخدام أحدث تكنولوجيا الاتصال و الرقمنة لإخراجه من الدور التقليدي للوكيل الجمركي إلى دور أكثر فعالية و سرعة في التنفيذ. الكلمات المفتاحية: تجارة خارجية ؛ وكيل جمركي؛ تسهيلات جمركية؛ جمارك. تصنيف JEL: E6؛F19؛F29. This research addresses the study of the theoretical framework of the customs broker and its role in facilitating foreign trade where he used the descriptive analytical approach to define the customs broker and his duties and his role in fulfilling all procedures related to the movement of goods between countries, it is customs clearance, its predecessors and administrative steps, and its role in facilitating foreign trade and then the necessity of using his services, organizing his tasks, and guaranteeing his rights. In addition to trying to activate its role more using the latest communication technology and digitization to get it out of the traditional role of the customs broker to a more effective and speedy role in implementation.
