دور لجان التحقيق البرلماني في الحد من ظاهرة الفساد في دول المغرب العربي الجزائر والمغرب نموذجا

Résumé: للبرلمان وظيفتين وظيفة تشريعية ووظيفة رقابية، وتتنوع الوسائل الرقابية التي يمارسها البرلمان من أجل مراقبة عمل الحكومة من وسائل رقابية مرتبة للمسؤولية السياسية إلى وسائل رقابية غير مرتبة للمسؤولية السياسية، ومن بين أهم وسائل رقابة البرلمان على الحكومة غير المرتبة للمسؤولية السياسية نجد لجان التحقيق البرلماني الذي ينشؤها البرلمان من أجل كشف العيوب والإختلالات التي تعتري الجهاز الحكومي في الدولة وإستظهار ما يهمه من حقائق في قضايا ذات مصلحة عامة، ولعل أهم هاته القضايا التي تعتبر ذات مصلحة عامة كل ما يتعلق بقضايا الفساد على مختلف صوره وأشكاله سواء الفساد المالي أو السياسي أو الإقتصادي وغيرها من الصور الأخرى للفساد. وتأتي دراستنا هاته من أجل بيان دور لجان التحقيق البرلماني في الحد من ظاهرة الفساد في دول المغرب العربي وبالتحديد في كل من الجزائر والمغرب The parliament has two functions; legislative and supervisory. The supervisory means performed by the parliament to monitor the government work are different, from monitoring means leading to a political responsibility to others do not lead to any political responsibility. Among these means that do not lead to any political responsibility, we find the parliamentary inquiry committee that has been established by the parliament in order to detect the flaws and imbalances in the governmental body in the state and shed light on facts that concern the public interest. The most important of these issues are all aspects of corruption; financial, political, economic and other forms of corruption. This paper comes to assess the effectiveness of the parliamentary inquiry committees in reducing the corruption phenomenon in Maghreb countries, particularly, in Algeria and Morocco
