السلطة الوطنية المستقلة للانتخابات في الجزائر

Résumé: أنشأت الجزائر بموجب القانون العضوي رقم 19/07 السلطة الوطنية المستقلة للانتخابات ،كصنف جديد من الإدارة الانتخابية المستقلة عن السلطة التنفيذية ،والتي أوكل لها مهمة تنظيم الانتخابات وإدارتها والإشراف عليها وصنع القرار في كل مراحل الانتخابات إلى غاية إعلان النتائج الأولية،بغية تحقيق الاستقرار الديمقراطي في الدولة وتعزيز شرعية الانتخابات،والقضاء على مختلف أوجه الفساد الذي يمس العملية الانتخابية في كل مراحلها،ولهذا جاءت هذه الدراسة بهدف التعرف على التنظيم القانوني للسلطة المستقلة، تشكيلتها وصلاحياتها، و الكشف عن أهميتها ودورها المنتظر في ضمان نزاهة وشفافية الانتخابات و تعزيز دولة القانون . ABSTRACT: Under Organic Law No. 19/07, Algeria established the Independent National Electoral Authority as a new class of electoral administration independent of the executive branch. It is in charge of the organization, management and control of elections, as well as decision-making at all stages of the election until the announcement of the preliminary results, with a view to reaching the democratic stability. The study aims to identify the legal system governing the independent authority, its composition and powers, and to reveal its importance and role. Consider ensuring the integrity and transparency of elections and strengthening the rule of law.
