سلاسل القيمة العالمية سبيل الجزائر نحو تحقيق اقتصاد متنوع خارج قطاع المحروقات

Résumé: تعددت الأبحاث والدراسات حول مسألة التنويع الاقتصادي في الجزائر، لكن في مُغلَبِـــها تناولت أسباب عدم التنويع، أو برهنت على ضعف أو انعدام التنويع الاقتصادي في الجزائر، عن طريق مؤشرات إحصائية، لكن هذه الدراسة جاءت لتُبين عن سبيل مهم من سُبل التنويع الاقتصادي، ألا وهو المشاركة في سلاسل القيمة العالمية، والتي أصبحت تشكل 70% من إجمالي التجارة العالمية، وقد اعتمدنا على المنهج الوصفي التحليلي، من خلال عرض وتشريح واقع التنويع الاقتصادي في الجزائر، والإمكانات الكبيرة المحفزة للقيام بهذا التنويع خارج قطاع المحروقات، ثم كيف يمكن لسلاسل القيمة العالمية أن تساهم في تحقيق اقتصاد متنوع في الجزائر خارج المحروقات، وقد خلصت الدراسة إلى ضرورة اتباع إصلاحات هيكلية تقوم على تفعيل دور القطاع الخاص في النشاط الاقتصادي الجزائري، واتباع سياسات داعمة للاستثمارات المحلية، وجاذبة للاستثمارات الأجنبية في القطاعات غير النفطية. There are many researches and studies on the issue of economic diversification in Algeria, but most of them dealt with the reasons of the lack of diversification, or demonstrated the weakness or lack of economic diversification in Algeria, through statistical indicators, but this study come to show an important way of economic diversification, which is participation in global value chains, which have become 70% of total global trade, we have adopted the descriptive analytical method, by presenting and dissecting the reality of economic diversification in Algeria, and the great potentials motivating this diversification outside the hydrocarbon sector, then how can global value chains contribute to achieving a diversified economy in Algeria outside hydrocarbons, the study concluded the need to follow structural reforms based on activating the role of the private sector in Algeria economic activity, and following policies that support local investment and attract foreign investments in the non-oil sectors.
