دور البنوك الإسلامية في تنمية القطاع العقاري دراسة حالة بنك السلام- الجزائر- للفترة الممتدة من 2011-2016

Résumé: تهدف هذه الدراسة إلى تبيان دور البنوك الإسلامية في تمويل وإنماء القطاع العقاري في الجزائر بمختلف الصيغ التمويلية، في ظل الصعوبات الكبيرة لحصول هذا القطاع على التمويل الكافي واللازم من البنوك التقليدية، وإخفاقـــاته وفشله المتواصل يوميا لممارسة أنشطته، و انطلاقا من توضيح المفاهيم الأساسية للصيغ التمويلية التي تعتمدها البنوك الإسلامية وبنك السلام - الجزائر- تحديدا في الفترة الممتدة من سنة 2011 إلى غاية سنة 2016، مع إلقاء الضوء على صيغ التمويل العقاري ومزاياها المتوقعة على القطاع العقاري . لتحقيق أهداف الدراسة وتحديد الدور الذي تقوم به البنوك الإسلامية في تنمية القطاع العقاري، تم اعتماد الطريقة الإحصائية، الانحدار الخطي البسيط باستخدام برنامج SPSS. أسفرت نتائج الدراسة عن ضعف الدور الذي تقوم به البنوك الإسلامية في الجزائر في تمويل القطاع العقاري وبالتالي تنميته وذلك بسبب حداثة هذا النوع من البنوك في الجزائر، إضافة إلى عدم اعتراف السلطات النقدية بهذه البنوك ومعاملتها نفس معاملة البنوك التقليدية. This study aims at clarifying the role of Islamic banks in financing and developing the real estate sector in Algeria, in various forms of financing, in view of the great difficulties to obtain the sufficient and necessary funding from traditional banks, and their continue failures in their daily missions. Starting by clarifying the basic concepts of financing formulas adopted by Islamic banks specifically Al Salam Bank - Algeria - in the period from 2011 to 2016, shedding light on real estate financing and its expected advantages on the real estate sector. In order to achieve the goal of this study, and determine the role played by Islamic banks in the development of the real estate sector, we adopted the statistical method of simple linear regression using SPSS program. The results of the study indicate the weak role played by the Islamic banks in Algeria in financing and developing the real estate sector, because of the modernity of this type of banks in Algeria, and they are still not recognized by the monetary authorities.
