دور صندوق ضبط الموارد في تمويل عجز الميزانية العامة في الجزائر (2000- 2018)

Résumé: يُعتبر العجز المالي مُشكلةً إقتصاديةً عالمية تُعاني منها عديد الدول، وهو أحد الإختلالات الهيكلية للإقتصاد، غير أن الإرتفاع المستمر لأسعار المحروقات في الأسواق العالمية مع بداية الألفية نتج عنه ظهور آلية جديدة تسمح بتحقيق التوازن في الموازنة العامة؛ مع أن الموازنة العامة في الجزائر تميزت بالعجز المزمن خلال أغلب سنوات الدراسة إلا أنه من خلال إنشاء صندوق ضبط الإيرادات سنة 2000 ­ وذلك لتمويل عجز الموازنة العامة بصفة خاصة ­ يمكن القول أن الصندوق نجح في تسديد المديونية الخارجية للجزائر وكذا تمويل عجز الموازنة العامة وكان هذا في إطار السياسة المالية للدولة بإعتمادها على أدوات السياسة المالية، والتي أُعتُبِرت ذات أثرٌ كبيرٌ ومهم للوصولِ إلى التوازن المالي والحد من العجز الموازني من جهة، وتحقيق التوازن والإستقرار الإقتصادي وبُلوغ الأهداف العامة للدولة من جهةٍ ثانية. Abstract: RÉVISIONS BUDGÉTAIRES fiscal deficit is a global economic problem in many countries, which is a structural imbalances of the economy. However, the continuing rise in fuel prices in the world markets with the beginning of the millennium has resulted in the emergence of a new mechanism that will allow the achievement of balance in the general budget. With the general budget in Algeria marked by chronic deficits during most of the years of study. However, through the creation of adjusting Resources Fund in 2000; and to finance the budget deficit, in particular; it can be said that the Fund has succeeded in paying the external debt of Algeria, as well as financing for at least part of the budget deficit. This was in the framework of the financial policy of the state relying on fiscal policy tools, which are considered of great and significant impact to reach fiscal balance and reducing deficit on the one hand, and to achieve balance and economic stability and the attainment of the overall objectives -of-hand.
