الاتحاد الإفريقي ومواجهة بعض الأزمات السياسية الإفريقية: دراسة للأسس والأداء

Résumé: ملخص: يتم تأسيس المنظمات الإقليمية والقارية كتعبير عن الهوية الجماعية من جانب، وكأداة للتعامل مع القضايا والأزمات التي تواجه هذه المنطقة من ناحية أخرى، وهذا هو واقع الاتحاد الإفريقي الذي ظهر مع مطلع الألفية الثالثة كبديل لمنظمة الوحدة الإفريقية، رغبة في الوصول لمستوى وحدة أعمق من سابقه، وإيجاد أدوات ومؤسسات أكثر فاعلية في التعامل القضايا والأزمات الإفريقية، وقد حاول زعماء وقادة القارة توفير البيئة والأجهزة، والأدوات التي تمكن هذا الاتحاد من التعبير عن هذه الهوية، ومن التعامل مع كافة القضايا والأزمات التي ربما تشهدها دول القارة. وحاول الاتحاد الإفريقي القيام بهذه الوظيفة بدرجة من الفاعلية والكفاءة، لذلك كان له دور في الكثير من الأزمات، سواء من خلال دعم جهود الوساطة، أو تدعيم جهود المنظمات الإقليمية الفرعية، أو من خلال جهود وساطة من قبله، أو من خلال البعثات والمهام التي تم تكوينها، وهو ما ظهر في الكثير من الأزمات مثل دارفور في السودان، ومالي، وأفريقيا الوسطى، والصومال، بل وتعامل مع تغير السلطة في بعض الأنظمة بتعليق العضوية، وهذه هي أمثلة دالة على تنوع نهج وأدوات الإتحاد الأفريقي في التعامل مع القضايا والأزمات الأفريقية المختلفة. Abstract : Regional and continental organizations are established as an expression of collective identity on the one hand, and as a tool to deal with the issues and crises facing the region on the other. This is the reality of the African Union, which emerged at the beginning of the third millennium as an alternative to the OAU, And to find more effective tools and institutions in dealing with African issues and crises. The leaders of the continent tried to provide the environment, devices and tools that enable this union to express this identity and to deal with all the issues and crises that the countries of the continent may witness. The African Union has attempted to perform this function with a degree of effectiveness and efficiency, which has played a role in many crises, either by supporting mediation efforts or by strengthening the efforts of the subregional organizations, through mediation efforts, or through the missions and tasks created, Which has emerged in many crises such as Darfur in Sudan, Mali, Central Africa and Somalia. It has also addressed the changing power of some regimes by suspension of membership. These are examples of the diversity of approaches and tools of the African Union in dealing with various African issues and crises.
