الإعلام الجديد وتحديات الأمن الثقافي في الجزائر في ظل الفضاء الاتصالي المفتوح New Media And Cultural Security Challenges In Algeria Within An Open Communication Space

Résumé: الملخص: تبحث هذه الدراسة الكيفية في الأبعاد المعرفية للجدل حول مفهوم الأمن الثقافي، وسياقات تشكله والأساليب العلمية لتوطينه في البيئة الاتصالية الجزائرية. خاصة مع تنامي سلطة الإعلام الجديد بمختلف شبكاته التواصلية وتطبيقات وسائطه المتعددة، وتفاقم سطوة سلبيات استخداماته والمخاطر والتهديدات التي تحملها في ظل الفضاء الاتصالي السيبراني المفتوح. وخلصنا إلى حتمية تجاوز المقاربة التقليدية السلطوية للأمن الثقافي وتبني مقاربة شاملة مرتكزة على صناعة الوعي واليقظة الفردية والجماعية، لإدراك منافع وأضرار الإعلام الجديد واستخدامه في البناء بدل الهدم. وذلك بالاستثمار في تكوين الإنسان الحر والعقلاني، الذي يدعم الجهد الوطني لحوكمة الإعلام الجديد، وأخلقة استخداماته وتجويد مخرجاته، ومراكمة رساميله الثقافية الرمزية الداعمة لقيم الأنسنة والتعايش المشترك، لصناعة واستدامة الأمن الثقافي في الجزائر. Abstract: This Qualitative study examines the cognitive dimensions of the debate about the concept of cultural security, the contexts where it is shaped, the scientific methods to its settlement in the Algerian communication environment. Especially with its increasing power and the use of its diverse networks and multimedia apps, its risks and threats in an open cyberspace. We conclude that it is imperative to surpass traditional authoritarian approach to cultural security and adopt a comprehensive one, based on manufacturing individual and collective awareness and vigilance, to recognize its constructive uses from harmful ones. By shaping a free, rational human being, supportive of the national effort to govern, moralize new media, improve its outputs, accumulate its symbolic cultural capital in support of the humanization of values and coexistence, create and sustain cultural security in Algeria.
