السلطة في المؤسسة الاقتصادية وإشكالية صنع القرار

Résumé: تقترح هذه الورقة البحثية محاولة توظيف واستغلال إطارين نظريين لمحاولة فهم إشكالية صنع القرار في المؤسسة الاقتصادية. يرتكز الأفق الأول على مفهوم السلطة في المؤسسة الاقتصادية كإطار لعملية صنع القرار أو العملية القرارية. أما الأفق النظري الثاني فيتعلق بمفهوم ثقافة المؤسسة. إذا كانت عملية القرار تتم في مجموعة من المراحل، هي الآن معروفة في علم التنظيم الحديث وهذا منذ أعمال سيمون الرائدة، فيبقى أن عملية صنع القرار هي مرتبطة بمجموعة من المتغيرات جزء منها تقنية اقتصادية يمكن التحكم فيها كمّا ونوعا ضمن مفهوم الرجل الاقتصادي في التحليل الكلاسيكي، ومتغيرات الشق الآخر هي اجتماعية، ثقافية، تتعلق بالدرجة الأولى بطرق ممارسة السلطة في المؤسسة وأيضا بسلوك المرؤوسين والخصوصيات الثقافية للمجتمع أي ثقافة المؤسسة. This paper proposes the employment of two theorical perspectives in order to understand the decision making problematic in the business company. The first perspective based on the authority concept as a cadre to decision making operation or the decisional operation, where the second theorical perspective concerns about the organizational culture concept. If the decision making operation completes through some steps that is well-known in modern organizational science, since Simon majored works, but the decision making operation is still related to group of variables, some of them is technical controllable within the homo-economico concept in the classical analyses, where the rest of those variables is social and cultural, concern the authority practices in the first place, and concern also the collaborators behavior and the company s’ cultural specifics.
