الإصلاحات السياسية والدستورية في موريتانيا : الواقع والتحديات

Résumé: الملخص: تندرج هذه المقاربة في إطار محاولة لرصد حركة التغيير السياسي والتحول الديمقراطي في موريتانيا،الأمر إذن يتعلق بانخراط البلاد في مسلسل من الإصلاحات السياسية،والدستورية، والحقوقية،والمؤسساتية،والتي باتت تعرف بالتجربة الديمقراطية التي انطلقت سنة 1991 ، ولازالت تواصل الإنتقال من مرحلة إلى أخرى. إن موريتانيا عاشت نفس التجربة السياسية التي عاشتها معظم الدول النامية خاصة العربية والإفريقية،فقد مرت بمرحلة الإستعمار ومرحلة الإستقلال حيث واجهت أعباء التأسيس،واقتبست تقاليد المؤسسات الفرنسية،وعملت فوق ذلك على تركيز السلطة في يد شخص واحد من سنة 1959 – 1978 ثم عرفت هيمنة المؤسسة العسكرية على الحياة السياسية من سنة 1978 إلى غاية سنة 1991،ثم عاشت مرحلة التعددية السياسية أوالإنتقال الديمقراطي من سنة 1991 إلى اليوم 2019. الكلمات المفتاحية:الإصلاحات السياسية،التحول الديمقراطي،التجربة الديمقراطية،الحياة السياسية،التعددية السياسية. Abstract: This analysis falls in the framework of my attempt to observe the movement of the political and democratic change in Mauritania. We are dealing here with a series of political, legal, constitutional, and institutional reforms launched in the country. An endeavor that has become known as the democratic experience that started in 1991and is still progressing or moving from a stage to another. Mauritania has lived through the same political experience that most developing countries particularly Arab and African have witnessed. Such countries have survived a period of colonization followed by stage of independence. During this stage, countries have experienced the foundation efforts duplicatingFrenchintuitional traditions. Furthermore,in the case of Mauritania, theseinstitutions have worked to concentrate power in the hands of one induvial from 1959 to 1978. Hence, the country has witnessed the predominance of the military institution over political life from 1978 to 1991. Then came the stage of political plurality and democratic transition from 1991 up to now 2019.
