أثر إعادة هيكلة سونلغاز على تحقيق مهمة المرفق العام لتوزيع الكهرباء -دراسة حالة مديرية توزيع الكهرباء والغاز بورقلة حضري-

Résumé: This study aims to analyze the realia of the electricity sector in Algeria and the reforms that were witnessed by the networking sectors since the 1980s, and thus, the contribution of these reforms at providing the public facility, moreover measuring the impact of Sonalgaz’srestructuring on the achievement of the public facility’s mission. To achieve the study objective a standard study was conducted on the direction of electricity distribution in Ouaragladuring the period (2010-2017), in order to determine the relationship between the restructuring and its impact on the achievement of the public facility’s mission of Electricity distribution, applying the Auto-Regressive Distributed Lag approach (ARDL) on the restructuring indicators and the public facility indicators. The study results showed that the variables describing the restructuring are characterized by a special structure construct dictated by the political and economic decisions and even the monopolistic of the institution, moreover to many specific and general factors surrounding the institution, whereas its analytical description is vary between a sharp increase, various increases and fluctuations that are controlled by economic, political, social and even natural factors.
