التعاون اللامركزي الدولي كإستراتيجية لتنمية الأقاليم المحلية. - دراسة حــــــــالة الجزائــــــــــر-

Résumé: يتلخص مضمون هذه المقالة العلمية في محاولة تحليل العلاقة التفاعلية الثلاثية الموجودة بين الإقليم (الجماعات الإقليمية) كوحدة تحليل أساسية التي تجسدها اللامركزية الإقليمية وكذا السياسة الخارجية للدولة في علاقاتها مع الوحدات الدولية الأخرى في إطار ما يسمى بالتعاون اللامركزي الدولي بين هذه الجماعات المحلية، وذلك من خلال التركيز على التجربة الجزائرية والوقوف على أهم الإنجازات المحققة والنقائص المسجلة في ذات الشأن، مع تقديم جملة من التوصيات التي من شأنها تنمية الجماعات الإقليمية من جهة وترقية ميكانزمات التعاون اللامركزي الدولي من جهة أخرى، بما يساهم في تنوير السلطة الإقرارية ذات الصلة . The content of this scientific article is summarized in an attempt to analyze the tripartite interactive relationship that exists between the region (the regional groups) as a basic unit of analysis embodied in the regional decentralization as well as the foreign policy of the state in its relations with other international units within the framework of the so-called decentralized international cooperation between these local groups, by focusing on the Algerian experience and standing on the most important achievements and shortcomings recorded in this regard, with a set of recommendations that would activate and development regional groups on the one hand and promote the mechanisms of international decentralized cooperation on the other hand, which contributes to enlightening the decision-making authority in this field.
