أهمية التعاون اللامركزي في تنمية الأقاليم الحدودية "إتفاقية التوأمة بين ولايتي الوادي الجزائرية وولاية توزر التونسية أنموذجا"

Résumé: تعد تنمية المناطق الحدودية أولوية إستراتيجية تحظى باهتمام أعلى السلطات في الدولة، حيث أن هناك إرادة قوية بين الجزائر وتونس للنهوض بالبنى التحتية والهياكل القاعدية والتنمية البشرية والاقتصادية للمناطق الحدودية، وفقا لمبدأ العدالة في تنمية الأقاليم، وتطبيقا لمبدأ اللامركزية في التسيير، كما أن التعاون اللامركزي بالمناطق الحدودية يعد "أحد الرهانات الجيوستراتيجية التي تشكلها لا سيما فيما يتعلق بتعزيز الأمن والوحدة الوطنية وتقليص الفوارق الجهوية بين مختلف الجهات، وكذا دعم الانفتاح والتعاون مع دول الجوار، وترقية التبادلات الاقتصادية العابرة للحدود" وهذا من خلال إقامة اتفاقيات مشتركة لتنمية الأقاليم الحدودية، وتهدف هذه الدراسة لتوضيح دور وأهمية التعاون اللامركزي بين الأقاليم الحدودية الجزائرية - التونسية من خلال الاتفاقيات المبرمة بين ولاية الوادي الجزائرية وولاية توزر التونسية. The border areas’ developmentis astrategic priority which receive the interest of the highest authorities in the state, where there is a strong will from Algeria and Tunisia to moveprogressively the infrastructure and the human and economic development of the border area, according to the principle offairness in regional developmentand to apply the decentralization in conducting principle Decentralized cooperation between the border areas is considered one of the geostrategicchallenges which makeit, especially with regard to promoting the security and national unity and reduce the regional disparities between thedeferent province And promoting the cross-border economic exchanges and establishing a common agreement todevelop the territories. This study aims to clarify the role and the importance of decentralized cooperation between the Algerian-Tunisian border regions through agreements between the Algerian State of El Oued and the Tunisian State of Tuzeur.
