تقييم التجربة الجزائرية في مجال التحول الرقمي للقطاع التجاري-الواقع والتحديات

Résumé: هدفت هذه الدراسة الى تقييم تجربة التحول الرقمي للقطاع التجاري في الجزائر من خلال تناول أهم التحديات التي تواجهها الهيئات التابعة له، وقد خلصت الدراسة إلى أنه بالرغم من المساعي الحثيثة التي بذلتها الجهة الوصية من خلال ادخال الرقمنة وتحويل بعض الملفات الكلاسيكية إلى ملفات الكترونية عبر منصات رقمية يمكن التعامل معها، إلا أن هذه المجهودات تظل تتسم بعدم كفاية للاستعداد للتحول الرقمي نظرا لعدة تحديات أهمها عدم توفر الأجهزة والمعدات الرقمية بشكل كافي وكذا قلة الاهتمام بالجانب المتعلق بالتكوين للموظفين لمسايرة كل ما هو جديد من جهة والتأخر في إصدار القوانين التي تأطر الملفات المستحدثة خاصة منها الرقمية كما أن جهل القوانين وضعف تدفق الانترنات وقلة الثقة في الملفات الرقمية من قبل المتعاملين تعيق مساعي الدول للتعامل بالطريقة الالكترونية والاتجاه نحو التحول الرقمي. Abstract: This study aimed to evaluate the experience of digital transformation of the commercial sector in Algeria by addressing the most important challenges faced by its affiliated bodies. The study concluded that despite the tireless efforts made by the guardian authority through the introduction of digitization and the conversion of some classic files to electronic files via digital platforms can handle it the most important of which is the lack of sufficient availability of digital devices and equipment, as well as the lack of attention to the aspect related to training for employees to keep up with everything new on the one hand The delay in issuing laws that regulate new files, especially digital ones. Also, ignorance of the laws, weak Internet flow, and lack of confidence in digital files by customers hinder countries’ efforts to deal electronically and move towards digital transformation.
