الإصلاحات السياسية كآلية للدمقرطة في بلدان المغرب العربي

Résumé: الملخص: في مواجهة الاضطرابات والمآسي السياسية التي حدثت في المنطقة العربية، ظهرت بعض المستجدات الإيجابية في بعض الدول، خاصة ما يتعلق بوجود إمكانيات للقيام بإصلاحات سياسية في دول المغرب العربي. تبدأ هذه الدراسة بطرح تساؤل حول الإصلاحات السياسية التي شهدتها المنطقة المغاربية وإمكانية تعزيزها لعملية التحول الديمقراطي؟ أو كونها موجهة لغرض آخر؟ توصلت الدراسة إلى نتيجة أن الإصلاحات السياسية التي حدثت في هذه البلدان وامتدت في مختلف القطاعات كانت اضطرارية لحفظ هذه الدول من الفوضى، فالإصلاحات السياسية التي بدأت في عام 2011، كان وراءها عدد من الجهات الفاعلة من داخل النظام أو من خارجه. Abstract: In facing turmoil and political tragedies across the Arab region, a few positive developments could be observed, particularly with regards to the possibilities of a political reform in the Maghreb. This study asks at first a central question: Are the political reforms that we’ve seen in Maghreb region truly sustaining the processes of democratization? Or are they designed for something else? The study concluded that political reforms launched in the Maghreb countries in various sectors are just dictated by the fears of turmoil, so it, principally, aimed at State's preservation. This could be applied to all reform processes that begun during 2011 and have expanded into a broader range of fields. Another finding is that reforms studied herein have been engendered by various actors inside and outside the regimes.
