العقد الاداري الالكتروني في الجزائر بين النص و التطبيق و دوره في الحد من الفساد الاداري

Résumé: تهدف هذه الورقة البحثية إلى معالجة فكرة العقد الإداري الالكتروني في الجزائر باعتباره وسيلة جديدة سعت الجزائر لتطبيقها من خلال تنفيذ مشروع الحكمة الالكترونية، وذلك بغرض تحديث نشاط المرفق العام والحد من ظاهرة الفساد الإداري، ولذلك أهم نتيجة يمكن التوصل إليها من خلال هذه الدراسة هي معرفة مدى مواكبة القانون الجزائري للتطور التكنولوجي وتطبيق هذه الوسيلة على أرض الواقع.
