ميزانية الجامعة: دراسة في المفهوم والمضمون

Résumé: يبحث هذا المقال في مفهوم ميزانية الجامعة ويكشف عن مضمونها على ضوء أحكام التشريع الجزائري، لاسيما القانون العضوي رقم 18-15 المتعلق بقوانين المالية، وكذا المرسوم التنفيذي رقم 21-62 الذي يحدد إجراءات التسيير الميزانياتي والمحاسبي الملائمة لميزانيات المؤسسات العمومية ذات الطابع الإداري والهيئات والمؤسسات العمومية الأخرى المستفيدة من تخصيصات ميزانية الدولة، وقد توصل المقال إلى أن ميزانية الجامعة لا تختلف في مفهومها عن مفهوم الميزانية العمومية، بالرغم مما تتميز به من خصائص، وأنها تشتمل في مضمونها على الإيرادات التقديرية المخصصة للجامعة بغرض تغطية النفقات الناتجة عن مهامها المختلفة. This article examines the concept of the university budget and reveals its content under the provisions of Algerian legislation, particularly Organic Law No. 18-15 on budget laws, as well as Executive Decree No. 21-62 which defines budgetary and accounting management procedures adapted to the budgets of public institutions of an administrative nature, organizations, and other public entities benefiting from state budget allocations. The article concluded that the university budget does not differ in its concept from the public budget, despite its distinctive features, and that it includes in its content the estimated revenues allocated to the university to cover expenses resulting from its various missions.
