آليات تغيير اتجاه السياسة المالية في الجزائر من المسايرة إلى المعاكسة للتقلبات الدورية

Résumé: تهدف هذه الورقة البحثية إلى تفسير ظاهرة دورية السياسة المالية بشكل عام وإسقاط ذلك على حالة الجزائر مع محاولة إيجاد آليات لتغيير اتجاهها، وذلك باستخدام المنهج الاستنباطي بأداتيه الوصف والتحليل، وخلصت الدراسة إلى أن أسباب هذه الدورية تعود إلى الإفراط في الإنفاق أوقات انتعاش أسعار النفط في ظل الضعف المؤسسي، وصعوبة الوصول إلى التمويل أوقات انخفاض أسعار النفط بسبب ضعف السوق المالي المحلي واستبعاد الدين الخارجي، ولجعل السياسة المالية معاكسة للتقلبات الدورية في الجزائر نرى أنه من الضروري تصميم قاعدة مالية صارمة لتحقيق الانضباط المالي والاستدامة المالية، مع تفعيل سياسة التنويع الاقتصادي من خلال جذب الاستثمار الأجنبي المباشر وتبني الاقتصاد القائم على المعرفة والتكنولوجيا العالية. This research paper aims to explain the phenomenon of fiscal policy cyclicality in general and project this onto the case of Algeria while trying to find mechanisms to change its direction, using the deductive approach. The study concluded that the causes of this cyclicality are due to excessive spending during times of oil price recovery in light of institutional weakness and the difficulty of Access to financing in times of low oil prices due to the weakness of the local financial market and the exclusion of external debt, and to make the financial policy counter-cyclical in Algeria. We believe that it is necessary to design a strict financial base to achieve financial discipline and financial sustainability, while activating the economic diversification policy by attracting foreign direct investment and adopting the existing economy.
