الرقابة البرلمانية غير المرتبة لمسؤولية الحكومة - دراسة مقارنة بين الجزائر ولبنان-

Résumé: تهدف الدراسة إلى توضيح الوسائل الرقابية التي يؤثر بها البرلمان على الحكومة في النظامين السياسيين الجزائري واللبناني في ظل التعديل الدستوري للبلدين لسنة 2020 و2004، وذلك بإبراز آليات الرقابة البرلمانية على الحكومة التي لا تترتب عنها آثار مباشرة على الحكومة الجزائرية، ومقارنتها مع مثيلتها في النظام الدستوري اللبناني، لإبراز أوجه الشبه والاختلاف بينهما. وقد توصلت الدراسة إلى أن هناك عدة وسائل يؤثر بها البرلمان على الحكومة في ظل التعديل الدستوري لسنة 2020 الجزائري واللبناني 2004، قد لا يترتب عنه مسؤولية الحكومة في الجزائر، في حين يمكن أن تؤدي إلى مساءلة الحكومة وحجب الثقة عنها في النظام الدستوري اللبناني؛ كطرح الأسئلة؛ والاستجواب؛ وإنشاء لجان التحقيق البرلمانية؛ ومناقشة قانون المالية. The study aims to clarify the oversight means by which Parliament affects the government in the Algerian and Lebanese political systems in light of those constitutional amendment for the year 2020 and 2004, by highlighting the mechanisms of parliamentary oversight that don't have direct effects over the Algerian government, and compare it with its Lebanese counterpart, to highlight The similarities and differences between them. The study concluded that there are several means by which Parliament affects the government in light of the Algerian and Lebanese constitutional amendments, which may not result the government responsibility and the confidence withholding in Algerian system, while it could happen in the Lebanese one; as asking questions; interrogation; establishing parliamentary commissions of inquiry; and discuss the finance act
