بناء مؤشر مركب لقياس تكنولوجيا المعلومات والاتصال ( حالة الجزائر في الفترة بين 2007-2013 )

Résumé: الملخص: تحاول هذه الدراسة إبراز واقع قطاع تكنولوجيا المعلومات والاتصال في الجزائر ومدى مساهمته في دفع عجلة التنمية الاقتصادية، وذلك من خلال بناء مؤشر مركب يضم مجموعة من المتغيرات التي تقيس تكنولوجيا المعلومات والاتصال وتتنوع في كونها متغيرات تحوي مجموعة من المعلومات الاقتصادية والاجتماعية والهيكلية والسياسية. يشمل المؤشر المركب في حسابه 15 متغيرا جزئيا، مأخوذة من ستة مؤشرات مركبة والمتمثلة في مؤشر تنمية تكنولوجيا المعلومات والاتصال IDI، مؤشر الحكومة الالكترونية E-GOV، مؤشر الجاهزية الشبكية NRI، مؤشر التنافسية الكلي GCI، مؤشر الابتكار الكلي GII، مؤشر سلة أسعار تكنولوجيا المعلومات والاتصال IPB. تم تطبيق منهجية بناء المؤشرات المركبة وفق النموذج المقترح من طرف منظمة التعاون الاقتصادي والتنمية OCDE، باستخدام أدوات إحصائية كالبرنامج الإحصائي SPSS (برنامج معالجة الحزمة الإحصائية للعلوم الاجتماعية)، ونتائج المؤشر بينت أن قطاع تكنولوجيا المعلومات والاتصال في الجزائر يتأثر وفقا لخمسة عوامل تتمثل في عوامل النفاذ والقدرة على الاتصال، عوامل تنافسية لتكنولوجيا المعلومات والاتصال، عوامل تفاعلية لتكنولوجيا المعلومات والاتصال، عوامل البنية التحتية وعوامل التكلفة والاستخدام، وبينت النتائج كذلك أن للمؤشر مساهمة في تقييم أبعاد اقتصادية متعددة اقتصرت الدراسة على مساهمته في تقييم : الوضع التكنولوجي الكلي، التنافسية، النمو، الاستثمار، الرأسمال البشري والبحث والتطوير. Abstract : This study attempt to display the reality of information and communication technology sector in Algeria and its contribution extent to advancing economic development, and that by build a composite index includes a set of variables which affect and are affected by the information and communication technology, and these variables varied in being variants contain range of economic, social, structural, and political information's. The composite index include in it’s account 15 partial variable, obtained from six composite indexes, which are: ICT development index, E-Government index, Network Readiness index, Global Competitiveness index, ICT price basket, Global Innovation index. It was applied to build composite indicators methodology in accordance with the proposed model of Organization for Economic Cooperation and Development OECD, by using statistical package for social sciences processing program, and the result of composite index showed that the information and communication technology sector in Algeria affected according to four factors which are: The information and communication technology adoption factors, information and communication technology interactive factors, the factors of cost and use information and communication technology, the factors of communication ability, in addition, this result showed that this index contribute in the evaluation of multiple economic dimensions, this study limited this dimension in: the global technological situation, Competitiveness, development, investment, human capital, research and development .
