إشكالية التنسيق بين السياستين المالية والنقدية في الجزائر

Résumé: تهدف هذه الورقة البحثية إلى بيان أهمية قضية التنسيق بين السياستين المالية والنقدية في البلدان المتقدمة و النامية على حد السواء ، خاصة في ظل ارتفاع مستوى التضخم وعجز الميزانية العامة و نسبة الدين العام و كذا ارتفاع معدل البطالة كنتيجة لتعارض السياستين في الكثير من هذه الدول، ولعل ما أفرزته الأزمة المالية العالمية الراهنة من تهديدات للنظام الرأسمالي، أمر من شأنه رد الإعتبار لمسألة التنسيق بين السياستين المالية والنقدية، وبالتالي تحسين المؤشرات الإقتصادية السابقة الذكر من خلال ترتيبات مؤسسية تأخذ في الحسبان ضرورة توفر المزيد من التوافق و التنسيق وعدم التعارض بين السلطتين المالية والنقدية . This paper aims to demonstrate the importance of the issue of coordination between fiscal and monetary policies in developed and developing countries alike , especially in light of the high level of inflation and the deficit of the public budget and public debt ratio , as well as the high rate of unemployment as a result opposes the two policies in many of these countries , perhaps what is excreted by the current global financial crisis of threats to the capitalist system would order restitution to the issue of coordination between fiscal and monetary policies , and thus improve the aforementioned economic indicators through institutional arrangement that take into account more compatibility and coordination and avoid conflicts between fiscal and monetary authorities
