Résumé: ملخص يهدف هذا المقال إلى دراسة مضامين التعديلات الدستورية الجزائرية والتركية. فتزامن التعديلات ومحتواها في كلا البلدين هو السبب الرئيس في اختيار هذا الموضوع. لقد تبين من خلال المقارنة أن التعديلات التركية تمت وفق رؤية واضحة واستراتيجية محددة للوصول بالإصلاحات إلى أهدافها و تغيير النظام من البرلماني إلى الرئاسي. بينما لم يتم ذلك للتعديلات الجزائرية. فقد تم تعديل الدستور في 2008 لضبط السلطة التنفيذية تحت رئاسة رئيس الجمهورية و تم التراجع عن بعض الأحكام في تعديلات 2016. لقد حققت التعديلات التركية الفصل التام أو الجامد ومنحت البرلمان صلاحيات لمواجهة الرئيس، بينما ضخمت التعديلات الجزائرية سلطة الرئيس وأبقت سلطات البرلمان كما كانت. الكلمات المفتاحية: التعديلات الدستورية- الجزائرية- التركية- النظام الرئاسي Abstract This article aims to study the contents of the Algerian and Turkish constitutional amendments. The synchronization of the amendments and their content in both countries is the main reason for choosing this topic. It has been shown through the comparison that the Turkish amendments were made according to a clear vision and a specific strategy to reach the reforms to their goals and change the system from parliamentary to presidential. While this was not done for the Algerian amendments. The Constitution was amended in 2008 to control the executive power under the presidency of the President of the Republic and some provisions were reversed in the 2016 amendments. Turkish amendments have achieved full or rigid separation and granted the parliament powers to confront the president, while the Algerian amendments amplified the authority of the President and kept the powers of Parliament as it was.
