إستخدام بطاقة الأداء المتوازن في تقييم الأداء الإستراتيجي للمؤسسات البترولية "حالة المؤسسة الوطنية للتنقيب Enafor" خلال فترة 2012-2016

Résumé: تهدف الدراسة إلى معرفة واقع إستخدام بطاقة الأداء المتوازن ودورها في تقييم أداء المؤسسة البترولية، ولتحقيق أهداف هذه الدراسة تم الإعتماد على المنهج الوصفي وأسلوب دراسة الحالة حيث تم الإختيار المؤسسة الوطنية للتنقيب" Enafor" خلال الفترة ما بين 2012إلى 2016م، وخَلُصت الدراسة إلى أن بطاقة الأداء المتوازن تُوفر مجموعة محددة ومُهيكلة من مؤشرات الأداء الأساسية التي تحقق التوازن والترابط فيما بينها وتسمح للمؤسسات البترولية بتصحيح المسار العملياتي والإستراتيجي، كما يمكن إستخدام بياناتها في المقارنات المرجعية. وتستخدم مؤسسة بيترولية "Enafor" نموذج بطاقة الأداء المتوازن بشكل جُزئي في تقييم أداءها، وهذا بسبب غياب الرؤية الشاملة والمتوازنة التي تسمح بحصر مؤشرات الأداء في أبعاد محددة وذات دلالة. The objective of this study is to identify the reality of using the Balanced Scorecard and its role in evaluating the performance of the Petroleum Corporation. In order to achieve the objectives of this study, the descriptive approach and the case study method were selected. The National Enafor Corporation was chosen during the period between 2012 and 2016, The study concluded that the Balanced Scorecard provides a specific and structured set of basic performance indicators that balance and interconnect and allow the petroleum institutions to correct the operational and strategic path, and their data can be used in reference comparisons. Enafor uses the Balanced Scorecard model partially to assess its performance, due to the lack of a comprehensive and balanced vision that allows performance indicators to be measured in specific and meaningful dimensions.
