دور الإدارة الالكترونية في تحسين الخدمة العمومية بالجماعات المحلية بالجزائر

Résumé: تهدف هذه الورقة إلى مناقشة موضوع الإدارة الإلكترونية والخدمة العمومية، وهو دور الإدارة الإلكترونية في تحسين نوعية الخدمة العمومية، وذلك انطلاقا من إشكالية أساسية تتمثل في ما مدى مساهمة الإدارة الإلكترونية في تحسين نوعية الخدمة العمومية بالجماعات المحلية بالجزائر؟ وللإجابة على الإشكالية المطروحة سنعرض مضمون الإدارة الإلكترونية، وبعدئذ إلى الخدمة العمومية، ثم تطرقت إلى مظاهر تطبيق الإدارة الالكترونية بالجماعات المحلية بالجزائر، وبناء عليه نستنتج بأن الاعتماد على الإدارة الالكترونية أصبح أكثر من ضرورة ملحة لتحسين الخدمة العمومية، لاسيما وأن الجزائر تبذل جهود حثيثة في مجال عصرنة الإدارة المحلية بهدف تعزيز العلاقة بين الدولة والمواطن، والمساهمة في تقديم خدمة عمومية جيدة. The purpose of this paper is to discuss topic of electronic administration and public service, which is the role of electronic administration in improving the quality of public service, based on a fundamental problem represented the contribution of electronic administration to improving the quality of public service in local communities in Algeria? In order to answer the problem posed, we will present the content of electronic management, and then to the public service, then the aspects of the application of electronic management in local communities in Algeria, we conclude that relying on electronic administration has become more than an urgent necessity to improve public service, especially since Algeria is making unremitting efforts in the field of Modernization of the local administration in order to strengthen the relationship between state-citizen, to contribute to providing a good public service.
