التسوية المالية الناتجة عن تنفيذ صفقات الأشغال العامة في ظل المرسوم الرئاسي الجزائري رقم 15-247

Résumé: الأصل أن دفع وتسديد المقابل المالي من قبل المصالح المتعاقدة في صفقة إنجاز الأشغال العامة لا يتم إلا بعد تنفيذ المتعامل المتعاقد موضوع الصفقة، ونظرا لأهمية وضخامة تكاليف صفقة إنجاز الأشغال العامة في أرض الواقع أضفى المقنن الجزائري ضمن المرسوم الرئاسي رقم 15-247استثناء على الأصل مفاده تمويل جزئي يكون إما في شكل دفع التسبيق أو الدفع على الحساب.
