تقييم أداء مختبرات حماية التكنولوجية المالية في الدول العربية

Résumé: يواجه العالم مؤخرا تحديات كبيرة من جراء تأثر الحكومات والشركات والأفراد بالتداعيات التي سببتها جائحة كوفيد 19، فأضحى الاعتماد على تطبيقات التكنولوجيا المالية التي توفرها الشركات الناشئة دوليا ومحليا أساسيا لتسهيل التعاملات وتوفير بدائل تسمح باستمرار عجلة النمو الاقتصادي. إلا أن ذلك يبقى مرهونا بمدى تطوير آليات لحماية المستهلكين الماليين والنظام المالي ككل من مخاطر الاستثمار في مجال التكنولوجيا المالية. وفي هذا الإطار نشأت مختبرات حماية التكنولوجيا المالية كبيئات حاضنة للابتكارات المالية للشركات الناشئة مشكّلة بذلك إحدى الحلول الفعالة لحماية التكنولوجيا المالية في جميع دول العالم بما فيها الدول العربية، ويهدف هذا البحث إلى للتعرف على هذه المختبرات لاسيما في الدول العربية من خلال عرض أهم ما تم إنجازه منذ إنشائها مركزين على مؤشرات تقييم الأداء لسنة 2020. ولعل أهم ما توصلنا إليه من خلال دراستنا هذه أن مختبرات حماية التكنولوجيا المالية تساهم بشكل كبير في مرافقة الشركات الناشئة في مجال التكنولوجيا المالية لتجسيد ابتكاراتها وتسويقها بشكل آمن وبإجراءات تنظيمية محكمة، كما أن الحكم على أداء هذه المختبرات في الدول العربية مرتبط أساسا بعدد الشركات المنضمة للمختبر إلى جانب عدد الشركات المتأهلة منه. The world is recently facing great challenges alied to the repercussions caused by the “Covid-19” pandemic, so relying on financial technology applications has become essential to facilitate transactions and provide alternatives that allow the wheel of economic growth to continue. However, this remains dependent on the extent to which mechanisms are developed to protect financial consumers and the financial system from the risks of investing in financial technology. In this context, financial technology protection laboratories have been established in all countries of the world, including the Arab countries. So that our research aims to identify these laboratories, especially in the Arab countries and evaluate their performance for the year 2020. Finally we concluded that the financial technology protection laboratories contribute significantly to accompanying startups in the field of financial technology where the performance of these laboratories in the Arab countries is mainly related to the number of companies joining the laboratory as well as the number of companies qualified from it.
