آليات تنظيم و تسيير التراث المخطوط بالجزائر: المكتبة الوطنية الجزائرية أنموذجا

Résumé: الملخص: تعتبر المكتبة الوطنية أعلى درجات السلم المكتبي على مستوى أي دولة حيث أنها مسؤولة على ضمان السير الحسن لباقي المكتبات الأخرى في الدولة الواحدة. ولقد حدد المرسوم التنفيذي رقم 94-292 الصادر في 25/09/1994 المعدل والمتمم للمرسوم رقم 93-149 المؤرخ في 22-يونيو 1993و المتضمن القانون الأساسي للمكتبة الوطنية الجزائرية المهام الموكلة لها باعتبارها مسؤولة على إعداد السياسة الوطنية والنظام الوطني للمعلومات مستخدمة كل الإمكانيات و الموارد المتاحة المادية، والمالية ،والقانونية، والتنظيم الإداري الجديد لها . ومن خلال هذه الورقة سنركز على الدراسة الميدانية لمديرية تطوير ومعالجة وحفظ الوثائق وبالضبط دائرة الحفظ والمخطوطات التي تشمل مصلحة المخطوطات ،مصلحة الحفظ و التجليد، و مصلحة التصوير لاستكشاف أهم الآليات التي تعتمدها المكتبة الوطنية الجزائرية للتسيير والتنظيم السليم للحفاظ على التراث المخطوط بالجزائر. و لإنجاز هذه الدراسة سلطنا الضوء على مجموعة من المؤشرات المتاحة ( الموارد المادية و البشرية، مجموعاتها، الخدمات المتوافرة...) للتعرف على نقاط القوة والضعف، والفرص والتهديدات المستقبلية التي يمكن أن تعيق تطبيق مهام دائرة الحفظ والمخطوطات المنصوص عليها في التشريع الجزائري. الكلمات الدالة: التراث المخطوط ،المكتبة الوطنية الجزائرية، ، التنظيم الإداري، التسيير، الجزائر . Abstract The National Library is considered as the highest level of the library ranking in any country. The Executive Decree No. 94-292 of 09/25/1994 modifying and completing the Decree No. 93-149 of 22 June 1993, containing the status of the National Library of Algeria has defined its tasks: to be responsible for the preparation of the national policy and the national information system using all means and available resources (material, financial, legal), and the new administrative organization, where the library organization chart, under study, is based on hierarchy of responsibilities according to directorates, departments and services. Through this paper, we will focus on the field study of the Directorate of Development, Processing and Preservation of Documents, especially Department of Preservation and Manuscripts (which includes the department of Manuscripts, department of Archiving and Binding, and Department of reproduction). Thus, we introduce the problematic of: What are the mechanisms adopted by the Algerian National Library for the good management and organization of preserving the manuscript heritage in Algeria?. . To answer at this question, we highlighted a set of available indicators (material and human resources, clusters, services available ...) to explore the strengths and weaknesses, opportunities and future threats that may hinder the implementation of the functions of the Department of Conservation and Manuscripts provided for in Algerian legislation. Résumé : La bibliothèque nationale est considérée comme la plus importante de la nation puisqu’elle est responsable du bon fonctionnement des autres bibliothèques sur le territoire national. Le décret exécutif n ° 94-292 du 25/09/1994 modifiant et complétant le décret n ° 93-149 du 22 juin 1993 contenant la loi fondamentale de la Bibliothèque nationale d'Algérie défini les attributions et les tâches qui lui sont confiées en tant que structure responsable de la mise en place d’un système d'information national, en exploitant tous les moyens disponibles (matériels, financiers, juridiques) et sa structure organisationnelle basée sur la hiérarchisation des responsabilités en fonction des directions, des départements et des services. A travers cette article, nous faisons une étude de terrain à la Bibliothèque Nationale d’Algérie au niveau de la Direction du développement, du traitement et conservation des documents et en particulier au Département de la conservation et des manuscrits (qui comprend le service des manuscrits, le service de la reliure et le service de la reproduction afin de déterminer quels sont les différents mécanismes adoptés par la Bibliothèque Nationale d’Algérie pour assurer une gestion et organisation adéquate pour préserver le patrimoine manuscrit en Algérie. Nous avons pris en compte plusieurs indicateurs dans l’étude (ressources matérielles et humaines, collections, services disponibles, etc.) pour déterminer les forces et faiblesses, les opportunités et les menaces futures susceptibles d’entraver l’application des tâches et des fonctions du Département de la conservation et des manuscrits comme définies dans la législation algérienne.
