قراءة في القانون 23-07 المتعلق بقواعد المحاسبة العمومية والتسيير المالي من خلال المقارنة مع القانون 90-21 المتعلق بالمحاسبة العمومية في الجزائر

Résumé: هدفت الدراسة إلى عرض أهم ما جاء به القانون رقم 23-07 المتعلق بقواعد المحاسبة العمومية والتسيير المالي، والذي جاء بديلا للقانون السابق 90-21 المتعلق بالمحاسبة العمومية، نظرا لضرورة عصرنة نظام المحاسبة العمومية في الجزائر، وتوصلت نتائج الدراسة إلى أن أحكام القانون 23-07 جاء ملبيا لمتطلبات الإفصاح المالي لاسيما بدمج المحاسبة العامة والمحاسبة الميزانياتية ومحاسبة التكاليف ضمن المحاسبة العمومية، إضافة إلى سد الثغرات التي شابت التطبيق العملي في إطار القانون القديم 90-21 كتسيير العمليات المالية وعمليات الممتلكات في انتظار إصدار القوانين والنصوص التنظيمية المتعلقة بالقانون الجديد وتطبيقه فعليا. The study aimed at presenting the most important provisions of Act No. 23-07 on Public Accounting and Financial Management Rules in view of the need to modernize Algeria's public accounting system, which had been an alternative to the 90-21 previous law on public accounting The results of the study found that the provisions of Law 23-07 met the requirements of financial disclosure, particularly by integrating public accounting, budgetary accounting and cost accounting into public accounting, In addition to closing gaps in the practical application of the old law 90-21 such as the conduct of financial and property operations pending the enactment and effective application of the new law's laws and regulations. key words:Public accounting;Financial management;Financial Statements ; Algerian economy.
