الدور الجديد للأعوان المكلفين بتنفيذ العمليات المالية في ظل الإصلاح المحاسبي للقطاع العام في الجزائر -قراءة في القانون 07/23 المتعلق بقواعد المحاسبة العمومية والتسيير المالي-

Résumé: يهدف هذا المقال إلى إبراز أهم مستجدات القانون 23/07 المتعلق بقواعد المحاسبة العمومية والتسيير المالي المرتبطة بدور الفاعلين المكلفين بتنفيذ الميزانية، وذلك باستعمال المنهج الوصفي التحليلي. ومن بين أهم النتائج المتوصل إليها أن صدور هذا القانون يعتبر نقلة نوعية في تاريخ المالية العمومية ومرحلة تالية لمواصلة الإصلاح عقب انطلاق الإصلاح الموازناتي بداية من سنة 2023 على مستوى الميدان، كما أن الإدارة المالية للدولة تتطلب لتنفيذ الإصلاح وجود أعوان بكفاءات ومهام جديدة لمواكبة العصرنة حيث جاء القانون 23/07 ليحدد مهامهم ومسؤولياتهم باعتبار أنهم العنصر الفاعل في إعداد وتنفيذ الميزانية العمومية وبالتالي فهم أعضاء عملية العصرنة بشقيها الموازناتي والمحاسبي. This article aims to highlight the key developments of Law 23/07 concerning public accounting rules and financial management related to the role of actors responsible for budget implementation, using a descriptive-analytical approach. Among the most significant findings is that the issuance of this law represents a qualitative leap in the history of public finances and a subsequent stage of reform following the launch of budgetary reform from the year 2023 at the field level. Furthermore, the financial management of the state requires competent agents with new responsibilities to keep up with modernization, and Law 23/07 has defined their tasks and responsibilities, considering them as active participants in the preparation and implementation of the public budget, thus contributing to both budgetary and accounting modernization.
