أثر تراتبية القوة في النظام الدولي على سلوك الدول الصغرى

Résumé: تمثل الدول الصغرى جانبا من الدول التي أغفلها التنظير في العلاقات الدولية إلى حد ما، بل إن الحديث على سلوك الدول الصغرى في النظام الدولي يشار إليه باعتباره ردود فعل تتجه في معظمها نحو الاستجابة والالتزام بمخرجات بنية النظام الدولي الفوضوي، فرغم أن نظرية العلاقات الدولية تنطبق على جميع الدول إلا أنها مهتمة مباشرة بسلوك الأقوى في توليد مقترحات حول النظام الدولي، هذا ببساطة لأن ليس كل الدول لديها ما يكفي من القوة للتأثير على أداء النظام، فقط أكثر الدول قوة هي من تحدد طبيعة العلاقات الدولية في أي وقت، أما الدول الصغرى فليست معنية بمنطق العملية التاريخية التي يتغير بها التسلسل الهرمي للدول، ومما تقدم تهدف هذه الدراسة إلى رصد سلوكات الدول الصغرى في نظام دولي تنعدم فيه سلطة شرعية تضطلع بمهمة الضبط السياسي لسلوك الدول. Small States are part of those countries that have been largely ignored in theorizing about international relations to a certain extent. Rather, the talk of the behavior of small States in the international order is referred to as reactions that are mostly oriented towards responding and adhering to the outputs of the structure of the chaotic international order. Although the theory of international relations applies to all countries, it is directly interested in the behavior of the strongest in generating proposals on the international order. This is simply because not all countries have enough power to influence the functioning of this order. Only the most powerful countries determine the nature of international relations at any time while smaller States are not concerned with the logic of the historical process in which the hierarchy of states changes. Accordingly, the aim of this study is to demonstrate the behavior of small States within an international order in which there is no legitimate authority to discipline the conduct of States.
