هجرة الكفاءات الجزائرية وأثرها على التنمية الاقتصادية

Résumé: تسعى هذه الدراسة الى البحث في اثر هجرة الكفاءات الجزائرية على التنمية الاقتصادية في هذه الدولة و ذلك من خلال عرض و تفسير اهم الاسباب التي تؤدي الى تفاقم هذه الظاهرة بين الذكور و الاناث على حد سواء و بنسب متقاربة و التي تتمحور في أنّ قرار هجرة الأدمغة ليس شخصيا بالدرجة الأولى وإنّما تتوفر هناك بيئة دافعة للهجرة حصرت أسبابها في:مزيج من الدوافع التعليمية و الثقافية، الاقتصادية والاجتماعية ، السياسية و الإدارية. و عليه تهدف هذه الدراسة الى توضيح الاثر السلبي لهجرة الكفاءات على مسار التنمية الاقتصادية في الجزائر اذ تتعلق الهجرة بطاقات بشرية نادرة في المجتمع ذات قدرات إبداعية كبيرة. فالجزائر لم تنتفع من هذه الكفاءات بسبب هروبها للخارج مما اثر سلبا على التأطير و الانتاج العلمي، و مواكبة مستجدات العلم و اقتصاديات المعرفة. ففي حين يتجه العالم نحو الاستثمار في رأس المال البشري عن طريق التعليم والتدريب تنفق الجزائر أموالا لتعليم وتدريب أبنائها لتستثمر فيهم الدول المستقطبة وتجني ثمارهم. This study focuses on the impact of the migration of Algerian skills on the economic development of this country, presenting and explaining the most important reasons that lead to the aggravation of this phenomenon in men as in women, and in close proportions, which revolves around the fact that the brain drain decision is not personal in the first place, but rather available. A driving environment for migration whose causes were limited to: a mixture of educational, cultural, economic, social, political and administrative reasons. This study aims to clarify the negative impact of brain drain on the process of economic development in Algeria. Algeria has not benefited from these skills because of its flight to foreign countries, which has had a negative impact on supervision and scientific production, and keep abreast of developments in science and knowledge economies. while The world is moving towards investing in human capital through education and training. Algeria spends money to educate and train its children, so that polarized countries can invest in them and reap their benefits.
