إدارة الحدود الخارجية للاتحاد الأوروبي: الأمننة وسياسات الهجرة غير الشرعية في المتوسط

Résumé: تستهدف هذه الدراسة مناقشة الحجج التي تم على أساسها إدراك ظاهرة الهجرة كقضية أمنية على الأجندة الأوروبية، وتداعيات ذلك على الأوضاع الإنسانية للمهاجرين، حيث كشف ملف الهجرة بكل تعقيداته وإشكالاته عن تضارب صارخ بين خطاب سياسي أوروبي يتشدق باحترام حقوق الإنسان وحرياته الأساسية، وممارسات لا إنسانية مبالغ فيها تنادي بطرد المهاجرين باعتبارهم مصدر تهديد للقيم الأوروبية، ومنتجا للتطرف والإرهاب. ولذلك، سيتم التركيز في هذا السياق على فهم التحولات الراهنة في منطقة المتوسط، خاصة عقب أحداث الربيع العربي، ومدى تأثيرها على سياسات الهجرة الأوروبية وإدارة الحدود، فضلا عن إرساء شروط مقاربة إنسانية بعيدا عن الحلول الأمنية الجامدة التي أثبتت محدوديتها، وذلك بمعالجة الأسباب المغذية للهجرة غير الشرعية، ويتعلق الأمر باتساع الفوارق الاقتصادية والاجتماعية، وتزايد الإقصاء والتهميش، وتفاقم حدة الصراعات الداخلية والإقليمية في الضفة الجنوبية للمتوسط، وباختصار، أنسنة المقاربات السياسية ذات العلاقة بمسألة الهجرة. This study aims to discuss the arguments, the base on which the phenomenon of migration was recognized as a security issue on the European agenda, and its repercussions on the humanitarian conditions of migrants. where the immigration issue, with all its complexities and problems, revealed a blatant contradiction between a European political discourse that is quoted to respect for human rights and fundamental freedoms, and exaggerated inhumane practices calling for the expulsion of immigrants, considering them as source of threat to European values, and a product of extremism and terrorism. Therefore, the focus in this context, will be on understanding the current transformations in the Mediterranean region, especially upon the events of Arab Spring, their impact on European immigration policies and border management, as well as, establishing the conditions for a humanitarian approach away from rigid security solutions that have proven their limitations, by treating the causes that nourish illegal immigration, which are related to widening economic and social disparities, increasing elimination and marginalization, also, exacerbating the intensity of internal and regional conflicts in the southern bank of the Mediterranean, in brief, humanizing political approaches related to the issue of immigration.
