المضامين الفكرية لعلم الإدارة العامة
Résumé: یسعى البحث في إج ا رءاته إلى عرض تطور الإدارة بین الماضي والحاضر، فضلا عن عرض مساھمات المفكرین وتأثی ا رتها على الفكر الإداري .وتوصل البحث إلى أن الإدارة بالمفهوم العام تم ممارستها بأشكال شتى من قبل الحضا ا رت القدیمة، إلا أّن الإدارة ب وصفها علمًا له قواعد وأصول ونظریات و مفاهیم یعدّ حدیثا مًقارنة بعلوم أخرى. حیث اتسمت السنوات الماضیة بتطو ا رت وتحدیات عدیدة كان لها تأثی ا رت مباشرة على الإدارة العامة. ومن أهم هذه التحدیات اختلاف دور الدولة، التغی ا رت البیئیة، تطور تكنولوجیا المعلومات والاتصالات والعولمة. فالتعامل مع هاته المتغی ا رت یتطلب ضرورة أحداث تغیی ا رت جذریة في أسلوب الإدارة في المنظمات الحكومیة وكیفیة تقدیمها للخدمات، وهذا یستلزم تبنى مفهوم جدید للإدارة العامة یتلاءم والتغی ا رت التي یمر بها الجهاز الحكومي. فالمفهوم التقلیدي للإدارة العامة لم یعد قاد ا ر على التعامل مع التطو ا رت الحدیثة. ویهدف بحثنا إلى إلقاء الضوء على المضامین الفكریة لعلم الإدارة العامة وفقاً لمفهوم الإدارة العامة الحدیثة In the research procedures, the researchers try to determine answers for the research questions by presents the development of management between past and now, and present the main participations of the management thinkers and its reflects on managerial thinking. The research concluded that the management in general concept is exercised in the ancient civilization, but the management as a science, rules, theories and concepts is concerned are modern in compare with other sciences. Considering the last years which were characterized by several developments and challenges, this was affected directly on the public management .and from the most important challenges the different role of the state, environmental changes ,the technological development of information and communication, and globalisation Whereas¸ to deal with this variables need the necessity to produce stem changement in the management method of the governmental organization and the manner of delivery to the services, and this in fact require to adopt new concept of public management witch is suitable whith the changement that the governmental device cross,in which the traditional concept of public management was not able to deal with this new developments. And the purpose of our project in to shed the light on the intellectual contents for the science of public administration according to the concept of New Public Management
