الديمقراطية التشاركية كآلية لتحقيق التنمية على مستوى الجماعات الاقليمية في الجزائر

Résumé: لم يعد الشأن العام المحلي حكرا على المؤسسات السياسية و المنتخبة، بمقتضى التعديل الدستوري 2016 بل اصبح المجتمع المدني بمقتضاه يضطلع بدور كبير في هذا المجال، حيث تضمن هذا الدستور مساهمة المواطنين والجمعيات المهتمة بقضايا الشأن العام في إطار الديمقراطية التشاركية، في اعداد قرارات و مشاريع لدى المؤسسات المنتخبة، و كذا في تفعيلها و تقييمها و على هذه المؤسسات و السلطات تنظيم هذه المشاركة طبق شروط و كيفيات يحددها القانون. ان هذه الأهمية المتزايدة للمجتمع المدني تعززت بفعل جملة من العوامل الخارجية والداخلية، التي أصبح تبوئ الجمعيات مكانة متميزة في التنمية المحلية والوطنية، والتي فرضت الانتقال من الديموقراطية التمثيلية إلى الديموقراطية التشاركية خصوصا مع ظهور أزمة الديموقراطية في بعدها التمثيلي. Local public affairs are no longer the exclusive domain of the political and elected institutions, in accordance with the constitutional amendment 2016, and civil society has become a major role in this field. This constitution guarantees the participation of citizens and associations interested in issues of public affairs within the framework of participatory democracy. Elected institutions, as well as in their activation and evaluation. These institutions and authorities shall organize such participation according to the terms and conditions specified by law. This growing importance of civil society has been reinforced by a number of external and internal factors, which have become an integral part of local and national development.
