Résumé: ملخص: تمثل الحرب ظاهرة قديمة قدم التاريخ، والقواعد القانونية التي تحكمها وتنظم سير عملياتها قد مرت بتطورات متتالية، وعبر قرون عديدة حتى استقرت في شكل مجموعة من الأعراف والعادات التي التزمت بها الجيوش المتحاربة في العصور الحديثة، والتي تمت صياغتها في إطار اتفاقيات دولية. وكانت الأهداف المدنية في بين أهم القضايا التي عالجتها هذه القواعد، وخاصة ما يتعلق بالطفل، باعتباره أكثر الفئات تعرضا للضرر بين ضحايا النزاعات المسلحة حيث أثبتت الممارسة الدولية في الكثير من الأحيان استغلال الأطفال بشكل رهيب، واعتبارهم الوقود الجديد للنزاعات المسلحة المعاصرة الدولية منها وغير الدولية. كلمات مفتاحية: الأهداف المدنية، النزاعات المسلحة، الاتفاقيات الإنسانية، حقوق الطفل، البروتوكول الاختياري لسنة 2000. Abstract: (150 words ) War is a phenomenon as old as history, and the legal rules that govern it and regulate the conduct of its operations have gone through successive developments, and over many centuries until it has settled in the form of a set of customs and habits that the warring armies have adhered to in modern times, and which were formulated in the framework of international agreements. Civilian objectives were among the most important issues dealt with by these rules, especially with regard to the child, as the most vulnerable group among the victims of armed conflicts, as international practice has often proven the terrible exploitation of children, and considering them as the new fuel for contemporary international and non-international armed conflicts.
