عقود البناء والتشغيل ونقل الملكية B.o.t كآلية لتطوير قطاع الفلاحة في الجزائر

Résumé: يعتبر القطاع الفلاحي من القطاعات الاقتصادية المحورية في مختلف دول العالم، حيث شهد اهتماما متزايدا، كونه يساهم في توفير المواد الغذائية والزراعية، والمواد الأولية للعديد من الصناعات وما يتبعه من تحقيق للأمن الغذائي، إضافة لكونه مجالا واسعا لتشغيل اليد العاملة، والتقليل من فاتورة الاستيراد، الأمر الذي استوجب على الدولة تطويره وتفعيل واستغلال مقوماته، من خلال توجيه المزيد من الاستثمارات سواء كانت محلية أو أجنبية، ولعل أبرز أوجه هذه الاستثمارات في عصرنا الحالي ما أصطلح على تسميته عقود البوت نظرا لما توفره من مزايا عديدة. Abstract: The agricultural sector is considered one of the basic economic sectors in many countries, as it contributes to providing food and agricultural needs, and raw materials for many industries, and also contributes to achieving food security, increasing employment and reducing the import bill; which requires the state to develop it and exploit its potential, through directing more investments, whether local or foreign. And perhaps the most prominent aspects of these investments in our time are what have been termed as BOT contracts, due to the many advantages they provide.
