الأنشطة التجارية والخدماتية في ظل جائحة كورونا: بين ضرورتي اتخاذ تدابير الوقاية والالتزام باحترام الحريات الاقتصادية

Résumé: يهدف هذا المقال إلى دراسة وضعية النشاطات الاقتصادية والتجارية والخدماتية في ظل جائحة كورونا كوفيد-19، وخصوصا في ظل تطبيق تدابير الوقاية من انتشار وباء فيروس كورونا التي اتخذتها الحكومة الجزائرية، والتي عرفت تعديلات جوهرية في نظام الوقاية لصالح الحريات الاقتصادية والانشطة الخدماتية، وذلك من خلال الاستئناف التدريجي والمكيف للأنشطة الاقتصادية والتجارية والخدماتية. وبذلك تكون الحكومة الجزائرية قد فضلت سياسة التعايش مع فيروس كورونا وانقاض الوضع الاقتصادي والاجتماعي المتردي، ولو كان ذلك على حساب الصحة العامة، إلا أنه نظرا لتفاقم الوضع الصحي لجأت الحكومة من جديد إلى اتخاذ تدابير وقاية جديدة في إطار تعزيز وتدعيم نظام الوقاية قيدت من خلالها الحريات الاقتصادية من جديد. This article aims to study the status of economic, commercial and service activities in the light of the Corona-Covid 19 pandemic, especially in light of the application of measures to prevent the spread of the Coronavirus virus epidemic taken by the Algerian government, which defined fundamental changes in the prevention system in favor of economic freedoms and service activities, through The gradual and adapted resumption of economic, commercial and service activities. Thus, the Algerian government has preferred a policy of coexistence with the Corona virus and the deterioration of the deteriorating economic and social situation, albeit at the expense of public health, but due to the worsening of the health situation, the government has again resorted to taking new preventive measures in the framework of strengthening and strengthening the prevention system through which freedoms have been restricted Economic again.
