تسيير ميزانية الدولة في ظل سياسة التقشف دراسة حالة ميزانية الجزائر 2009-2021

Résumé: ملخص: إن إعتماد الجزائر بشكل كبير على العوائد المتأتية من صادراتها النفطية جعل إقتصادها إقتصادا ريعي، فأصبحت الصناعة النفطية عاملا مؤثرا في السياسة المالية للدولة، مما أثر على ميزانيتها العامة التي تعتبر أحد الأدوات المالية، فهي مرتبطة بتغيرات الحاصلة في أسعار النفط، سواء كان هذا الإرتباط إيجابي أو سلبي، وبالتركيز على الفترة التي عرفت الجزائر الصدمة النفطية (بداية من سنة 2014)، لجأت إلى إعتماد سياسة التقشف متمثلة في الخفض من النفقات العمومية للحد من الآثار السلبية على الميزانية العامة للدولة. تميزت ميزانية الدولة خلال فترة الدراسة بإرتفاع النفقات طيلة فترة 2009-2013، أما في المرحلة 2014-2018 شهدت انخفاض حاد في الإيرادات مما أدى إلى عجز في الميزانية، كما أن انتهاج سياسة التقشف ساهم في الحفاظ على الموارد المتاحة، بالإضافة إلى استقرار توازن الميزانية، وذلك بفضل وضع خطة إحترازية على المدى المتوسط من طرف وزارة المالية بغية تفادي انعكاسات الأزمة المالية على ميزانية الدولة. الكلمات المفتاحية: أسعار النفط ، ميزانية الدولة، سياسة التقشف، ميزانية التسيير، ميزانية التجهيز. Abstract: The dependence of Algeria on oil revenues ,Making its economy dependent on natural resources, So that the oil industry affect the fiscal policy of the state, Affecting its general budget, which is linked to changes in oil prices, Whether it is positive or negative, Focusing on the period in which Algeria has known the oil shock (beginning in 2014) Resorted to the adoption of austerity policy Represented in the reduction of public expenditure To reduce the negative effects on the state budget. The budget of the state during the study period was characterised by higher expenditures during the period 2009-2013, in the period 2014-2018, there was a significant reduction in revenues, resulting in a budget deficit. Austerity policy has contributed to the preservation of available resources, as well as the stabilisation of the budget balance, Thanks to the establishment of a medium-term preventive plan by the Ministry of Finance, to avoid the repercussions of the financial crisis on the state budget.
