واقع التحول الرقمي الحكومي في الجزائر من خلال مؤشرات جاهزية الدول للحكومة الإلكترونية

Résumé: إن التحول الرقمي الحكومي، أصبح أحد متطلبات العصر، وأحد أهم المواضيع المشتركة بين الحكومات والقطاع الخاص في دول العالم، وهذا نتيجة لثورة المعلومات والاتصالات التي أحدثت تغييرا في العديد من المفاهيم التقليدية، وأدى إلى تغيير الخدمة بشكل جذري سواء للمواطنين أو العملاء، فظهر ما يعرف بالحكومة الإلكترونية، وهي أحد أهم أوجه التحول الرقمي، والذي أصبح محور الأولويات للدول ولمؤسسات، نظرا للخدمات الإلكترونية التي توفرها منصات الحكومة الإلكترونية، حيث أضافت مفاهيم جديدة في علم الإدارة العامة، مثل: الشفافية ومشاركة المواطنين في الأداء الحكومي، فتأخر الدول في تطبيق ممارسات التحول الرقمي في المؤسسات الحكومية والخاصة، يقلل من كفاءات الخدمات المقدمة للجمهور وكسب رضاهم، والبقاء بعيدا عن تحولات هائلة في ميدان تكنولوجيا المعلومات والاتصالات. ويهدف هذا البحث إلى إبراز قيمة وأهمية التحول الرقمي الحكومي في الجزائر، واستعراض واقع الحكومة الإلكترونية في الجزائر من خلال مؤشرات الأمم المتحدة حول جاهزية الدول للحكومة الإلكترونية. Government digital transformation has become one of the requirements of the times, and one of the most important common themes between governments and the private sector in the countries of the world, and this is a result of the information and communication revolution that has brought about a change in many traditional concepts, and led to a radical change of service, whether for citizens or customers, so what is known emerged With e-government, which is one of the most important aspects of digital transformation, which has become the focus of priorities for countries and institutions, due to the electronic services provided by e-government platforms, as they added new concepts in the science of public administration, such as: transparency and citizen participation in government performance, thus states delay in implementing transformation practices Digital in governmental and private institutions, reduces the efficiencies of the services provided to the public and gain their satisfaction, and to stay away from the huge shifts in the field of information and communication technology. This research aims to highlight the value and importance of digital government transformation in Algeria, and review the reality of e-government in Algeria through the United Nations indicators on the readiness of countries for e-government
