تفعيل آليات الديمقراطية التشاركية من خلال تجارب دولية لتحقيق الأمن البيئي

Résumé: ملخص: )150 كلمة) تحاول هذه الدراسة توضيح كيفية استثمار آليات المقاربة التشاركية لتحقيق الأمن البيئي مع التركيز على إبراز المراحل التي انتقلت فيها الديمقراطية من المباشرة إلى التمثيلية في محاولة لتجاوز عثرات الديمقراطية التمثيلية والسعي لتكوين نموذجا أكثر ارتقاء ونضجا وتشاركية يكون محاطا بفواعل محلية وأخرى دولية، ديمقراطية تشارك في رسم الخطط وتنفيذها، وتسعى لتحقيق الأمن البيئي الذي يحفظ التنمية واستدامتها ويحقق البعد الإنساني في العملية الديمقراطية برمتها. وتعالج الدراسة ضمن مقاربة دولية أهم آليات الديمقراطية في تحقيق الأمن البيئي من خلال عرض تجارب دولية أثمرت فيها التجارب التشاركية، وكيف يمكن للمواطنين ولمنظمات المجتمع المدني المشاركة بفعالية لتحقيق انتصارات للبيئة واستدامتها؟ كلمات مفتاحية: الديمقراطية التمثيلية، الديمقراطية التشاركية، الأمن البيئي. Abstract:(150words) This study attempts to clarify how to utilize the mechanisms of the participatory approach to achieve environmental security, focusing on highlighting the stages in which democracy has transitioned from direct to representative democracy. This is an attempt to overcome the pitfalls of representative democracy and strive to create a more advanced, mature, and participatory model that is surrounded by local and international actors. This democracy participates in drawing up and implementing plans, and strives to achieve environmental security that preserves development and its sustainability and achieves the human dimension in the entire democratic process. The study, within an international approach, addresses the most important mechanisms of democracy in achieving environmental security by presenting international experiences where participatory approaches have yielded results. It also explores how citizens and civil society organizations can effectively participate in achieving victories for the environment and its sustainability.
