المميزات الأساسية لاستراتيجية وطنية لنقل حضري مستدام في الجزائر: دراسة ميدانية

Résumé: تهدف هذه الدراسة إلى التعرف على الإطار المفاهيمي لخدمة النقل ضمن مبادئ التنمية المستدامة، والوقوف على واقع وطبيعة تنقلات الأفراد في الوسط الحضري، ومعرفة مستوى نوعية خدمات النقل الحضري الجماعي. بالإضافة إلى هذا، تهدف الدراسة إلى إبراز المعالم الرئيسية الاستراتيجية الوطنية لنقل حضري مستدام، اعتمادا على نتائج تحليل الدراسة الميدانية في مدينة باتنة. وتوصلت الدراسة إلى عدة نتائج أهمها: أن المتنقل في هذه المدينة يتجه سلوكه نحو النفور من استعمال النقل الحضري الجماعي، ويلجأ إلى وسائل نقل بديلة، وأن خدمات النقل الحضري الجماعي لم ترق إلى مستوى النوعية المطلوبة؛ من حيث كل مؤشراتها، بالإضافة إلى عدم توفر العدالة الاجتماعية وخدمة النقل الحضري الجماعي للمتنقلين، وأيضا كون النقل الحضري السبب الرئيس في تلوث المحيط في مدينة باتنة. The present study aims to recognize the conceptual framework of the transportation services according to the principles of the sustainable development, and to stand on the nature of the mobility of travelers in the urban areas, it aims also to recognize the quality of the common transportation services, in addition to show the principle features of the national strategies towards a sustainable urban transportation, based on the results of the analysis of the empirical study in the city on Batna. The study’s main results are: 1. The traveler in the city of Batna has a repulsive behavior against the common transportation using the buses and prefers alternative modes of transport , 2. The level service quality in the urban common transportation has not reached to the level the requested quality according to all its indicators 3. The lack of the social equity and the marginalization of travelers concerning the submission of the common transport services in the urban areas, in addition to the environmental pollution in many dark point in the city of Batna.
