تحليل الانفاق العام على التعليم العالي بالجزائر في ظل جائحة كورونا

Résumé: الملخص: تتمثل مشكلة الدراسة في البحث عن واقع الإنفاق العام على التعليم العالي بالجزائر في ظل جائحة كورونا؛ حيث نهدف من خلالها إلى توضيح مفهوم جائحة كورونا وغيرها من المفاهيم ذات الصلة بموضوع الدراسة، مع تحديد أهم مصادر تمويل التعليم العالي، إلى جانب إبراز مدى تأثير جائحة كورونا على الإنفاق العام على التعليم العالي؛ وقد توصلنا إلى أن التمويل الحكومي يمثل المصدر الأساسي لتمويل التعليم العالي مع وجود بعض مصادر التمويل الثانوية، كما أن الإنفاق على التعليم العالي عرف ارتفاعا طوال فترة جائحة كورنا، وهذا لتحمل الدولة أعباء استثنائية لمواجهة الجائحة، ما يستوجب ضرورة الاستفادة من تجربة جائحة كورونا في مواجهة المخاطر التي قد تُواجه التعليم العالي وتمويله مستقبلا. Abstract: The Study problem represented the reality of public expenditure on higher education in Algeria amidst of the Corona pandemic. We aim through it to clarify the concept of the Corona pandemic and other related concepts to the study's subject, as well as identifying the main sources of funding for higher education, in addition to highlighting the extent of the Corona pandemic's impact on public expenditure on higher education. Our finding indicate that government funding represent the primary source for financing higher education,with the presence of some secondary funding sources, also, expenditure on higher education witnessed an increase throughout the Corona pandemic period, attributing this rise to the state's assumption of additional exceptional burdens to confront the pandemic, this necessitates the need to benefit from the experience of the Corona pandemic in facing the risks that higher education and its funding methods may encounter in the future.
