مبدأ المشروطية في سياسة الجوار الأوروبيي تجاه دول جنوب المتوسط

Résumé: تتناول هذه الورقة مبدأ من مبادئ سياسة الجوار الأوروبية والمتمثلة أساسا في مبدأ المشروطية، بشقيها السلبي و الإيجابي حيث كان هدف الإتحاد الأوروبي من خلال هذه الأداة هو تعزيز الديمقراطية والإصلاح السياسي خاصة بعد الإنتفاظة العربية 2011، كما تهدف هذه الورقة البحثية إلى توضيح فاعلية هذا المبدأ في مشروع سياسة الجوار الأوروبية وما تلاها من مراجعات سواء 2011 و2015 أين تم إعتماد هذا المبدأ مع الإستمرار في غياب تطبيق الجانب السلبي منه، وقد توصلنا من خلال هذه الورقة إلى عدم فاعلية المشروطية الإيجابية خاصة في ظل عدم إستقرار المنطقة، كما أن هذه الأداة في حد ذاتها تخدم فقط الجانب الأوروبي وفق مصلحته التي يسعى إليها من خلال حفظ الأمن لأن أمن أوروبا هو من أمن المتوسط في نظر الإتحاد الأوروبي. This paper deals with one of the principles of the European Neighborhood Policy, which is mainly represented in the principle of conditionality, with both its negative and positive aspects. The goal of the European Union through this tool is to promote democracy and political reform, especially after the Arab uprising of 2011. Also, this research paper aims to clarify the effectiveness of this principle in The draft European Neighborhood Policy and the subsequent revisions, both 2011 and 2015, where this principle was adopted while continuing to apply the negative side of it, and we have concluded through this paper that the positive conditionality is ineffective, especially in light of the instability of the region, and this tool in itself It only serves the European side according to its interest, which it seeks by maintaining security, because the security of Europe is one of the security of the Mediterranean in the eyes of the European Union.
