Résumé: الملخص: في ظل ما يشهده عالم اليوم من تغييرات متسارعة والانتقال من المركزية في التسيير نحو اللامركزية كانعكاس منطقي لانحسار الدور التقليدي للدولة المركزية في ظل المتطلبات الجديدة التي فرضتها الثورة المعلوماتية في مجال تكنولوجيات الاتصال، اصبح موضوع الجودة يحظى باهتمام بالغ لكل مؤسسة تسعى للحصول على ميزة تنافسية تمكنها من الاستمرار في ظل بيئة شديدة التغير، و مؤسسات التعليم العالي ليست إستثناءا حيث شهدت هاته الأخيرة خلال هذه العقود جملة من التحولات العميقة، جلبت معها مفاهيما جديدة، وفي نفس الوقت قامت بإحياء مفاهيم قديمة وأعادت صياغتها على غرار مصطلح "عالمية التعليم العالمي" الذي أصبح موضوع مركزي في ميدان التعليم العالي والذي يقوم على فكرة البعد العالمي للتعليم على اعتباره مكونا رئيسيا في جميع أنظمة ضمان الجودة لمؤسسات التعليم. الكلمات المفتاحية: تكنولوجيا المعلومات ; تكنولوجيا الاتصال ; جودة التعليم. Abstract : In light of the rapid changes that the world is witnessing today and the transition from centralization in management towards decentralization as a logical reflection of the decline of the traditional role of the central state in light of the new requirements imposed by the information revolution in the field of communication technologies, the issue of quality has become of great interest to every institution seeking to obtain a competitive advantage that enables it From continuing in a highly changing environment, and higher education institutions are not an exception, as the latter witnessed during these decades a number of profound transformations, bringing with them new concepts, and at the same time reviving old concepts and reformulating them along the lines of the term “global education” which has become A central topic in the field of higher education, which is based on the idea of the global dimension of education as a major component of all quality assurance systems for educational institutions.
