تأثير لوائح الضبط على الحريات العامة Effect Of Regulations On Public Freedoms

Résumé: تؤثر لوائح الضبط على الحريات العامة في الدولة تأثيراً مزدوجاً، تأثير إيجابي، وتأثير سلبي، فهي من جهة تسعى على الحفاظ على النظام العام للمجتمع بأن تهدف إلى تحقيق الأمن والصحة والإستقرار، وتفادي أية فوضى أو اضطراب. كما أن نفس لوائح الضبط تحد من الحريات الفردية والجماعية للأفراد والجماعات، فتؤثر في بعض السلوكات التي تعد من قبيل الحرية التي يكفلها الدستور والقوانين. Control regulations have a dual effect on public freedoms in the state, a positive effect, and a negative effect. On the one hand, they seek to preserve the public order of society by aiming to achieve security, health and stability, and to avoid any chaos or disorder. The same disciplinary regulations limit the individual and collective freedoms of individuals and groups, thus affecting some behaviors that are considered freedom guaranteed by the constitution and laws.
